Time Conflict Between Work and Family

The relationship between the individual and work and family has changed dramatically over the years. Jobs and families both demand enormous commitments of time and energy, especially during peak years of family formation and career growth. Today, jobs usually consume a third of a person†s day. Americans put more hours in at work to support their families, creating more stress at home, which results in a work/family conflict, pushing parents into actually seeking more time spent at work to escape these pressures and tensions in the home. Juggling work and family life, particularly undesirable domestic chores, childcare and the increasing uncertainties and pressures of home life, are a few reasons for this battle for time spent between work and family. More effort and time is also put into work to achieve greater autonomy and job satisfaction in the workplace. This upward mobility work ethic is the heart of the American Dream. This work/ family conflict and the need for job satisfaction/autonomy in America is consequently fueled by this fast and furious pace of attaining the American Dream. These are some of the issues that are clearly depicted in the books Rivethead by Ben Hamper and The Time Bind by Arlie Russell Hochschild. Less time spent at home and more time spent at work creates a vicious cycle that is eating away at our home lives. These tendencies have become trends of an entire generation that may be placing more value on work-related achievements than on the necessary nurturing experiences of family life. The issues of family/work conflict and autonomy/job satisfaction are important issues in the sociology of work today because of the continuous social and economic changes that occur in our society and effect the welfare of American workers and their families. The Time Bind: When Work Becomes Home & Home becomes Work by Arile Russell Hochschild investigates the work/family conflict. Hochschild spent three summers doing field research at a company identified only as a Fortune 500 firm that Hochschild renames Amerco, which had also been credited on several different surveys as being one of America†s 10 most â€Å"family-friendly† corporations. Hochschild research consists of interviewing all employees in the company from the top executives to factory workers by observed working parents and their children throughout their hectic days. She followed six families through a whole day and much of a night, and sat on the edge of Amerco†s parking lot to see when people started work and when they left. This study raises disturbing questions about the impact of time on contemporary lives. The excessive demands of work create stresses at home because there is insufficient time to do everything. This is especially hard on women who bear the brunt of housekeeping chores, and on children, whose emotional needs require time with parents. Except for some older men, the people Hochschild interviews are aware of and concerned about the implications of this ‘time bind†. What is surprising, consequently, is their failure to take on reduced workloads, flex time, and other components of the company†s effort to help employees balance the demands of work and home. While supporting the existence of these policies, only a few employees take advantage of them. Fears about job security and career advancements are present, of course, but many employees were uninterested in such options because they perceived work, not home, as the less stressful and more emotionally fulfilling environment. With the employees family†s on the brink of disaster and parents feeling perpetually out of control of their children†s lives and their own, the office or factory floor ends up providing a sense of accomplishment, fulfillment, camaraderie and overall job satisfaction to these workers. Unfortunately, after uncovering this surprising reversal of standard expectations, Hochschild buries it by simply assuming it is a passion. By escaping from the home by going to work reflects a dynamic with costs, but it also suggests a need to reconsider common conceptions of what constitutes a satisfying life. Hochschild†s solution is a â€Å"time movement,† and organized grassroots movement that would join feminists with labor activists, professionals with the factory workers, men with women. Hochschild proposes that the coalition begin by pushing companies to judge on merit rather then time spent at work, to move to a 35-hour work week and to give workers across the board greater job security would begin to create a better family and work balance for its employees. Rivethead, by Ben Hamper, is Hamper†s description of his career as a General Motors factory worker in Flint, Michigan. A fourth generation â€Å"shoprat†, Hamper explains how an irresponsible father, numerous siblings, and his own tendency for laziness, drugs, and drinking pointed directly to a future in the factory, despite his inclinations toward poetry and music. This book is a glimpse into the life on the General Motors car and truck assembly line, showing the lived experiences of people that have now become transparent voices in mainstream American society. In 1977 he reluctantly began working in the cab shop at GM. Ranging from his experience to his retirement ten years later, Hamper writes of the monotonous blue-collar work of factory labor in a very dark humor manner. Hamper describes his factory job as very monotonous, filled with repeated layoffs and call-backs. Hamper and co-workers participate in extensive daily on-the-job alcohol and drug consumption in attempts to pass the time of their mind-numbing, repetitive nature of work. Hamper is perceptively critical of American business management, practice, and values throughout the book, and nearsightedly finds little worth or integrity in his fellow workers as in himself. The lack of desire to climb the career ladder, even finding ways to avoid work altogether, is quite prevalent throughout the book as he seeks to please no one, not even himself, even though he succeeds beyond even his expectations. The major issues in Rivethead that are to blame for this type of worker behavior is the lack of job satisfaction along with work/family conflicts. Besides Hamper†s quest to go bowling with GM chairman Roger Smith, Hamper is constantly displaying a need for an easier and more rewarding job. Other issues not related to actual job duties affect worker job satisfaction as well, such as the desire to more comfortably combine work and life. The work/family conflict is seen through the time constraints that limit him and other factory workers from spending time with family. These time constraints create added stress at home on top of the existing problems that cause for a dysfunctional family. These stresses push parents/spouses into escaping these home ridden tensions by working longer hours in the factory. The less time spent at home and more time spent at work creates a vicious cycle that is eating away at all American families. The two major issues of work that I am going to analyze from a sociological standpoint are the work/family conflict and autonomy/job satisfaction. In The Time Bind and Rivethead, the issue of job satisfaction is seen through Hochschild†s and Hamper†s depiction of the priority levels of the employees† jobs and their families as seen in their lives. In The Time Bind, Hochschild†s sample was small and all her subjects worked for the same company, she found that both mothers and fathers were choosing work over home. The couples she observed regularly chose not to take advantage of the company†s policies regarding family or personal time, and they had come to find the workplace more comforting than the tensions of home and family. There is a terrible lack of support for families in the workplace in general, and work is perceived as more pleasant than home because at least at work parents are supported and know when they are doing the right thing or the wrong thing as opposed to home. Even though the job satisfaction factor varies between levels of responsibility, the accomplishments felt in the workplace versus the home is quite large. In Rivethead, the issue of job satisfaction as depicted by Hamper is seen through the effects if shiftwork on the factory workers families and social lives. Plagued by constant exhaustion and obsessed with not getting enough sleep, factory workers suffer from high levels of irritability, mood swings, and stress. All of these create complications in family relationships. Factory workers often work long hours and either conform to their family†s routine, or follow a routine of their own, otherwise they are forced to live to some extent, independent of their families as in Rivethead. The working conditions in factories play a large role in the lack of job satisfaction, â€Å"†¦ hen someone works hard all day in a smoky chamber full of sludge, noise, armpits, beer breath, cigar butts, psychos, manic depressives, grease pits, banana stickers, venom and gigantic stalking kitty cats†¦. â€Å", (Hamper:116). These work conditions are quite disturbing and inhumane to the welfare of the worker. The constant need for job satisfaction and feelings of accomplishment and autonomy is quite evident throughout the book. â€Å"There were so many of us shoprats that we were all just part of some faceless heard. â€Å", (Hamper:40). Because job satisfaction differs between levels of work and responsibility, other contributing factors, such as work and family conflict, can affect job satisfaction. Hocschild†s and Hamper†s books depict the work/family conflict as though the family is gradually being shoved out of the mainstream of American social life. Hocschild points out that the battle for time is definitely present. She raises questions like how we should be judged, either based on the hours of work we put in or our accomplishments while at work, â€Å"The time a worker works in and of itself, has to count as much as the results accomplished within that time. Time is a symbol of commitment†¦. whether time mattered more than results was a key point of contention. But it became buried in the company†s rhetoric. † (Hocschild: 69). The ultimate effects of long work hours on our lives have long term consequences on home life that become difficult to justify to our families. As in Rivethead, work seemed to function as a backup system to a destabilizing family, â€Å"My marriage to Joanie was quickly beginning to crumble. Between my nightly beer-bombing over at Glen†s and our continual teetering on the brink of poverty†¦. here was only one antidote to our marital woes; finding me gainful employment†¦. she was the breadwinner and I was the louse. The parallel between my behavior and my old man†s was something that didn†t escape me. â€Å", (Hamper:26-28). In the past decade, socio-economic conditions have contributed to the need for dual incomes for families. Dual incomes call for both parents to work, hence, no one is home with the children. In the past, it was the norm for women to stay home having a more expressive role in the family; taking care of children and providing emotional support for the family. Presently, women tend to feel that their traditional roles as child bearers and homemakers must be supplemented with a sense of achievement outside the home. This need for achievement through job satisfaction for men and women can have positive and negative effects on children. A child who observes the competent coping abilities of a working parent learns how to cope with life†s problems. The parent is then perceived as a positive role model. It can render a child to be more emotionally mature and competent in dealing with responsibility as needed for schoolwork and extra curricular activities. The negative connotations hard working parents and their children experience are much more drastic on the worker and the family. The aspects of parenting that are affected when faced with longer work hours are quality, quantity and content of time spent at home. The pressures and stresses may be created by ourselves in our home-life and only reinforced by the workplace. Different economic, social, and political surroundings foster our stress that set the stage for an overall reduced quality of life as seen in The Time Bind and Rivethead. Because society has changed, the family†s function within society has changed as well. Work/family conflict and the need for job satisfaction/autonomy have required parental and family roles to become modified to meet these changes. Jobs and families both demand enormous commitments of time and energy on the worker, especially during peak years of family formation and career growth. These controversial issues are clearly depicted in the books Rivethead by Ben Hamper and The Time Bind by Arlie Russell Hochschild. Less time spent at home which creates work/family conflict and more time spent at work in an attempt to develop more job satisfaction/autonomy creates a vicious cycle that is depleting family values and home lives. Sadly these trends are becoming more popular of an entire generation trying to compete in a global market where higher value is placed on work achievements, struggle for upward mobility and job satisfaction rather than on the satisfaction of family life and concerns. This work ethic has always been the heart of the American Dream, to work hard, move upward in your job, and be financially sound. Yet, the positive motives for success in our jobs is to blame for the negative consequences of the difficult task of creating an equal balance between work and very important satisfactions of family life. The demands and effects that society place on every American worker to keep up with the rate at which our society is competing in a fast paced global economy raises the question as to where our priorities lie, in the family or in the work? â€Å"Work may not ‘always be there† for the employee, but then again, home may not either. † (Hochschild:201).

Case Analysis of Airline Industry in India Essay

INTRODUCTION Aviation Industry plays an important role in the economic growth of anation. It not only promotes international trade but also provides an effective and fastest means of transportation across the globe. Today, in the world of globalization and cut throat competition the value of time has become more precious. The history of Indian Aviation industry lies back in the year 1912.The first domestic flight was taken between Delhi and Karachi by the Indian State Air Services. Tata Airlines started with an air mail service in the year 1912.It was renamed as Air India in 1946. There were few players at the time of independence including Tata Airlines, Indian National Airways, Deccan Airways .In 1953 ,the government nationalized the airlines via the Air Corporations Act 1953. Two separate entities came into existence Indian Airlines which was the merger of the already existing domestic Airlines and Air India International. In the year 1986, private players were granted permission to work as air taxi operators which included Air Sahara, Jet Airways, Damania Airways, East West Airlines, Modiluft and NEPC Airways. In 1995, government granted scheduled career status to six private air taxi operators. But all the players could not survive and by 2003 Jet Airways and Air Sahara continued. Air Deccan entered the market in 2003.Air Deccan gave India its first Low Cost Carrier (LCC).Later on, other players also entered the market including Kingfisher, Paramount, GoAir, and Indigo. The year 2007 was the year of merger and acquisitions –the Jet-Sahara deal, the Kingfisher-Deccan deal, Indian-Air India. Full service airlines were forced to drop fares as well though their minimum fares tended to be still higher than those offered by the â€Å"low-cost† carriers. These low fares attracted leisure travelers to fly by air. The overall growth rate of the market was about three times faster than the growth in business travelers. The proportion of business travelers on full-service carriers such as Jet Airways came down to about two-thirds. OBJECTIVE The present study aims to identify the most important factors responsible for the performance of both public as well as in private low cost airlines, to compare and contrast on the basis of collected data and to suggest some adequate measures of improvement. The three major airlines making waves, for different reasons, in the Indian airlines industry are Air India, Kingfisher and Indigo. So in this paper we try to compare and analyse the reasons behind their successes and failures. We will be comparing the above mentioned airlines on the basis of their business models, scope for expansion, management practices and current operations. We try to compare and analyse the reasons behind their successes and failures. INDIGO Indigo is the exception to the rule in the Indian Airline industry as of today,being the only profitable Airline in the financial year ending March 2012. Despite having entered the market in 2006,Indigo has rapidly climbed up the ladder to become the second largest domestic carrier. Its market share increased from 5% in the first quarter of 2007 to 10.3% in first quarter of 2008 to 15.4% in December 2008 to a whopping 27.6% in September 2012. This growth rate of Indigo is expected to continue as the Airline increases its capacity on the domestic as well as international front.In addition,it also has massive fleet orders in the pipeline to sutain future growth. IndiGo currently has 51 A320s in its fleet, with more than four times that number of aircraft on firm order with Airbus. All the planes have exactly the same configurations, having the same engines, same number of seats in one class configuration. Load factors have also been strong throughout with an average load factor of 86.3% in June 2012 when the Industry’s average was 75%. Following are some of the strategies the airline has adopted which enable it to scale to the top in a span of 6 years: 1. Low cost,single class model- It has its low cost, single class model. Indigo retained its policy of offering one class of no frills service on a single type of plane. They have set a record for using the lightest passenger seats in India which weigh only 12.8 Kgs. They have started using paint which overall weighs 50 Kgs less. Such weight savings are negligible on their own but collectively ,they have helped Indigo to cut on costs and function as a â€Å"low cost airline†. 2. Maintaining a young fleet:Indigo uses the strategy of selling and leasing its planes,thus helping the airline to constantly replace its fleet,hence preventing the need for major checks and repairs. 3. Excellent Quality of Service: Some of the reasons for the outstanding quality are as follows: a. The management and staff are hired only after the CEO meets with each of them individually. b. The airline also employs far lesser number of people as compared to other airlines. c. The airline has trained its crews to de-plane the passengers in 6 minutes and unload the baggage in 10 minutes. It regularly acheives Turn around times of around 22-25 minutes(Industry Average being much more than 30 minutes). The lesser the time taken at the airports, the more the airplane can fly and earn more 4. Reliable and On-Time Service: Indigo’s Management has tried to attract customers with more than just low fares. An important factor is its on-time performance of 94 per cent – much higher than its other rivals. For instance, to ensure that its flights depart and arrive on time in spite of the dense fog that envelops Delhi and other northern cities without fail every winter, IndiGo has one of the highest percentages of pilots who are trained to fly under such conditions. IndiGo has set up a centralized operations control center which monitors the weather, anticipates delays and provides advance information to the ground staff in case an aircraft requires some repair or maintenance while it is airborne so that the engineers are ready to rectify the problem to save time. 5. War on Costs: d. On an average, an IndiGo aircraft flies for around 12 hours a day, compared to eight to 10 hours logged by most competitors. The extra hours allow it to undertake one extra flight daily, which translates into more seats and revenue. e. To reduce its cost of holding inventory of components, IndiGo has done a tie-up with Air France under which the French airline will stock components required by Indigo. In this way, the Inventory will not be in Indigo’s Books. 6. Additionally trained pilots: According to the latest figures released by the civil aviation ministry and the Directorate General of Civil Aviation, nearly 38 per cent of IndiGo’s pilots are CAT III compliant or are able to fly under low visibility. Even full service airline Jet has only 22 per cent of its pilots trained to fly under fog. Indigo has realized well in time that to sustain in this competitive industry, it needs to deliver on its promise and it seems to be doing so pretty well, especially in the domestic front. Kingfisher: Air DeccanLaunch: August 2003Low, variable fare, no frills. Only Economy Class. Mix of metro and cross-country destinations.Was acquired by Kingfisher and later renamed Kingfisher Red| Kingfisher AirlinesLaunch: May 2005Current Fleet: 94Variable fare, all frills. Single Kingfisher class. Premium in-flight service. Only metro destinations.| Collapse of Kingfisher Airlines â€Å"Kingfisher! King of good times† is seeing its worst time in recent months. All the ‘service with glamour’ provided by Vijay Mallya is not looking so glamorous at the closed ticket counters. Several flights have been cancelled and Government is swinging between the idea of shutting down or not shutting down the service. The losses incurred by the kingfisher are around 7000 crores. Revenue department is also blaming the airlines for tax evasion of another 2000 crores. His shares tumbled around 19 percent at BSE. There are numerous reasons for the present condition of the kingfisher airlines: Every big business needs an expert team of CEO and other officers look into the day to day activities. But here the scenario was different. Mallya kept this business under his direct control and this was one of his biggest blunders. This caused a major mismanagement and confusion among the employees. Administration of India’s second largest aircraft service was going down the lane. Mallya group continuously blamed Government for the dismal performance of airlines. To balance all this, they started cutting the salaries and perks of their staffs. They didn’t get their salaries on time due to which they refused to come back on job. Sometimes they also vented their anger and misbehaved with the passengers adding fuel to the fire. Another reason for its collapse is the takeover of Air Deccan in 550 crore acquisition. There were mixed reactions, some saying that it can be a disaster and some saying it to be a wonder. Kingfisher owned around 26 percent stake. Major advantage was that engineering and aircraft cost decreased due to almost same routes. But Kingfisher incurred losses of Air Deccan also. That’s when Vijay Mallya tried his luck and gave birth to a new low cost carrier ‘Kingfisher Red’. It was awarded death sentence in few years although low cost carriers were at its best. He provided goody bags and air hostesses provided a beautiful sight with their 24*7 ‘Pan Am† smiles. So customers started choosing Kingfisher Red over its mother brand because of same facilities with cheap prices. Kingfisher Airlines started incurring losses as it was typecasted as mainly the aircraft for the riches. Mallya started decreasing business class seats and routes to compensate the losses. Again when Mallya was already in turmoil, he tried another shot to ruin himself. He did not cared about his domestic flights and started the service on the international routes where competition was even higher with better facilities. This again provided him with losses. To compensate for these losses Mallya took loans from banks including SBI and many private banks with share from its UB group as collateral. It even collateralized its brand name ‘Kingfisher’. Now the group is asking for some time and easier interest rates that may help it to recover. But with rigid attitude of banks, it’s looking like a no win situation for Mallya group. Tax authorities have already frozen its bank account for the nonpayment of dues. Now only time will tell that what will be the future of this ‘once most stylish and attractive’ aircraft carrier. AIR INDIA Air India is considered to be India’s National Flag carrier. On October 15 1932, J.R.D Tata took from Karachi in a tiny light single- engine flight to Mumbai. It was known as Tata Airlines during those days. In the year 1946, it was renamed as Air India .In 2007, it was merged with Indian Airlines .The official name of the registered airline is National Aviation Company of India (NACIL) .However Air India was retained as the brand name for NACIL as it was well known at home and abroad. Air India Crisis 1. Merger and its Outcome Though operating in one of the fastest growing airline market in the world, both Air India and Indian Airlines were suffering losses before the merger in April, 2007. The former is plagued by the ills of bloated workforce and ageing fleet, the later a largely domestic operation that has been ceded market steadily to nimbler privately owned rivals for the past decade. Thus, in an attempt to revive them, the Government of India decided to merge the two entities and a new enterprise called National Aviation Company of India (NACIL) was formed. After the merger, in the first year of its operation was planned to focus on the workforce beginning with a management team of 400 people. The plan was eventually to split the carrier into five strategic units: Passenger, cargo, ground handling, MRO and low-cost airline. Five CEO would be heading the units and would report to one group chairman and MD. But as it turns out, the managers of the two carriers have little independence. They have to wait for Ministry of Aviation approval for taking not only major decision like buying new aircraft but also on routine business issues like new routes. According to Kapil Kaul, CEO of the Centre for Asia Pacific Aviation’s India, the government will ultimately privatize the carrier. But the ground picture was different. The management did not take any step to help in the process of privatization rather it was busy smoothing the ruffled feathers of the unions. Most of the wage agreements and seniority issues were cleared before the merger. But most of the issues were not resolved by the Air India management, which led to pilot strike and huge losses. 2. Disparity among pilots During the time of merger it was promised by the management that both Air India and Indian Airlines pilots would receive same amount of compensation. But in reality pilots of erstwhile Indian Airlines were angry for not getting the same pay as their colleagues of Air-India for doing identical job and working in the same organization. 3. Unplanned Cargo Operation It was decided during the merger a separate division handling cargo would be formed. Thus Indian Airlines limited (IAL) signed an agreement with M/S Aeronautical Engineers Inc, Miami, US, in 2006, to convert five B737 aircraft into freighter aircraft for retail courier service at a cost Rs 41 cr. All five aircraft are now grounded. Even when they were leased out to private players in 2007 and 2009, it resulted in a loss of over Rs 29 cr. This startling revelation came after the Comptroller and Auditor General (CAG) scrutinised the National Aviation Company of India Ltd (NACIL) accounts. This shows clearly the management has plans to lift Air India’s image and recover it losses. Due to improper execution it always resulted in huge losses. 4. Reasons for increasing losses and debts Around July 2011, the cumulative loss and debt burden of state-owned airlines stood around whopping Rs 67,270 crore. Its debt burden stood at Rs 46,950 crore – Rs 20,185 crore worth of aircraft loans, Rs 22,165 crore working capital loans and over-dues of Rs 4,600 crore. The national carrier has to repay a whopping Rs 20,415 crore worth of loans before the end of this fiscal year. High aviation oil prices, rise in wages and competition from other airlines are causing state-run Air India to incur Rs 600 crore monthly, as income is around Rs 1,100 crore and expenses at Rs 1,700 crore. Besides, the Government is paying interest on working capital and procurement of aircrafts. 5. The series of government infusion Against the backdrop of the state-owned airline’s massive cumulative loss and debt burden of about Rs 67,000 crore in July 2011, the Group of Ministers(GoM) headed by Finance Minister Pranab Mukherjee granted approval for the Rs 1,200 crore equity infusion. The GoM has also granted approval for payment of Rs 532 crore for operating VVIP and rescue flights for the government and formation of strategic business units for ground handling. The Government on July 18th released Rs 265 crore to Air India to partially clear the interest burden to banks. Air India has borrowed loans from a consortium of 22 banks led by SBI. Bank of Baroda, Punjab National Bank and Bank of India are the three biggest lender of the airline. Central Bank and HDFC are the other key lenders. Air India has defaulted interest due on the working capital debt which is Rs 22,100 crore. 6. Routes Discrepancies The CAG report in May complains that Air India kept various routes operational despite suffering heavy losses: â€Å"Despite its critical financial position, the national carrier continued with routes which were rendering cash losses in domestic and international sectors.† The report refers to the India-US sector where Air India operated 10 international routes during 2005-09. By 2008-09, these routes were incurring losses. One route of Chennai to Bangkok with 95% passenger load capacity was cancelled and Thai Airways got the major pie of this shocking decision. Air India has not been able to inform the ministry and pilots why such a decision was taken. Another profitable route in the Middle East was reduced to just one flight a week. Conclusion Almost all the airlines in India are facing financial difficulties. There are couple of factors that account for this. One factor is the inability of the airlines to reduce costs, and the other is the â€Å"irrational† pricing that set in after the advent of LCCs.. They have chased market share, i.e., revenue maximization and forced the incumbents to match their low prices. They have been successful in taking the market share from the Full Service Carriers (FSCs). While revenue maximization may seem like a good short term strategy to enter the market, sooner or later, the LCCs have to be become profitable. These depressing financial conditions can lead only to two types of outcomes for the airlines—either some of them go bust in a market shake-out or they merge/get acquired by other airlines or business groups. 2007 became a landmark year in the industry because of the major consolidations that took place during the year. The airlines’ plans to expand capacity and replace ageing fleet aggressively should enable them to meet this growing demand more efficiently. But in the near term, they have to face significant challenges such as: 1. Realizing the benefits of the consolidations. 2. Realigning their competitive strategies to become profitable. 3. Pursuing aggressive cost reduction. 4. The availability of capital. 5. Constraints due to poor infrastructure for aviation in India. It is the mathematical difference between budgeted cost of work performed, and the actual cost of work performed. Both budgeting and forecasting are financial projections. Looking at the differences between forecasting and budgeting, forecasting is broad in scope and part of strategic planning whereas a budget is more specific and detailed, with expenditure heads specifically matched to sources of income. Cost variances may be either positive or negative figures. Negative figures happen if you spend more on a project than you allowed in your budget. Positive figures result if you spend less on a project than the budget predicted. Negative cost variance figures are almost always a bad thing for a business, as companies cannot always guarantee they can come up with the funds to cover the excess cost. However, positive cost variances are not always good for a company, either. For instance, if customer service or good quality parts are sacrificed for a positive variance, a business may not sell lose clients. Cost variance figures must be examined in the context of the business to determine the true impact those numbers will have. Managers use budget management analysis as a device to make sure that all resources available are being used efficiently. The budgets are determined yearly and are based upon the previous year’s budget and variances. Benchmarking gathers information of the performances and processes from similar organizations and compares the data to help with making improvements. Cost Variance in Budget Management Various strategies are used to control budgets; managers and the chief financial officer of most healthcare organizations have the tools needed to manage the budget. By managing the budget the organization will be better prepared for the financial forecasts, which are the company’s future expenses. Some strategies and tools that will assist with managing the budget are zero based, activity based, performance based, cost variances and benchmarking. Zero based budgeting analyzes every expense within an organization and justifies the need and cost of each. Activity based costing is the gathering of the operating cost data, which is assigned to specific activities such as engineering. The performance dashboard uses the metrics of performance and analyzes the root cause of financial problems. Cost variance analysis looks at the differences of the actual cost and expected cost of an expense. Motivating the staff and informing them of the budget goals is another strategy that may be used to help the organization succeed (Nayab, 2011). Expense Results The expense reports show the difference between the budget and the actual amount spent and the result is called the variance. Variances may be within the budget which is favorable, or over the budget which is unfavorable. The variance is used to predict the budget for upcoming years, help with spending during the current year, and help with evaluating the managers and their departments. To determine the cause of variances the managers must investigate and justify to upper management why the variance occurred. There are a variety reasons for variances, which must be identified and controlled if possible. While analyzing the nursing expense results from various units for a pay period, there were some favorable and unfavorable variances. While reviewing the expense record the paid productive hour’s variance was within the budget and the paid nonproductive hour’s variance was 60 hours over the budgeted hours. The unfavorable variance of paid nonproductive hours may have occurred due to some staff being on modified duty, sick leave, meeting time, or education time, which means they are getting paid with no patient care involved. The overtime percentage of hour’s variance was 7. 5% over the budget and the registry percentage of hour’s variance was 8. 0% over the budget, both are unfavorable. The overtime may have been caused by bad time management, late arrival of the next shift, or working past shift hours due to not enough staff. The increase in the registry hours may have been due to not enough regular staff due to hiring freeze or staff being off for personal or illness reasons. The hours per patient day (HPPD) licensed productive hours was . 13 over budget, the direct product hours was within budget, and the total productive hours was within budget. The hours per patient day over budget may have been caused by the unit being over staffed or also due to the overtime and registry hours. The average daily census (ADC) per unit varied from being within budget to 7. 50 over the budget. The daily census is very unpredictable and depends on the time of year, the admissions from ER or the clinic, and transfers from other hospitals or facilities. Strategies to keep the results aligned with expectations may be done by performance budgeting, which will analyze key areas such as staffing, cost control, increased productivity, and indirect and direct patient care. The activities affected by analyzing these performance areas would be daily staffing calculations, reduced cost to the unit, working more efficiently and better time management, patient care planning, and time spent on patient charting. Offering incentives could also be a good way to involve the staff by informing them of the budget goals. Benchmarking Benchmarking helps to identify performance gaps and identify where improvement is needed. â€Å"Benchmarking is used by large health systems and smaller practices alike as a tool to identify targets and set goals enabling staff to compare the operation’s service, process, and outcomes with those already attaining †best practice† goals† (Borglum, 2008). There are many benchmarking techniques; for the purpose of this paper three will be discussed, financial, performance, and operational. Financial benchmarking is performing a financial analysis and comparing the results in an effort to assess your overall competitiveness and productivity† (Cimasi, 2006). â€Å"[Financial benchmarking is among the more effective techniques for extracting information from a health care enterprise’s historical operating performance and presenting it in a form that facilitates informed judgments that help predict the subject entity’s future operating performance and financial condition]† (Cimasi, 2006). Performance benchmarking involves comparing the performance levels of organizations for a specific process, this information can then be used for identifying opportunities for improvement and/or setting performance targets† (Business Performance Improvement Resources, 2011). â€Å"Performance levels of other organizations are normally called benchmarks and the ideal benchmark is one that originates from an organization recognized as being a leader in the related area† (Business Performance Improvement Resources, 2011). [Performance benchmarking may involve the comparison of financial measures (such as expenditure, cost of labor, cost of buildings/equipment, cost of energy, adherence to budget, cash flow, revenue collected) or non-financial measures (such as absenteeism, staff turnover, the percentage of administrative staff to front-line staff, budget processing time, complaints, environmental impact or call center performance)]† (Business Performance Improvement R esources, 2011). Operational benchmarking embraces everything from staffing and productivity to office flow and analysis of procedures performed, this technique performs a comprehensive assessment considering different aspects of operational and business performance† (iCognitive, 2011). â€Å"Consequently, this model will help companies to improve from decision-making at the strategic level to implementations at the operational level† (iCognitive, 2011). These benchmarking choices were made based on the fact that all three techniques together will focus on the organization as a whole and not just one area, and might improve budget accuracy in future forecast. Covering finances, operation, and performance will incorporate every aspect of the budgets involved in the organization and give mangers the appropriate tools needed to justify and correct variances throughout the year and future years.
