Song Essay

The artist achieves this in the song by telling a story. Jason Michael Carroll, son of a preacher, grew up in a strict North Carolina family environment (Ortega). His father ruled with an iron thumb. Although his father r was strict, it never got to the point of Alyssa. But as a preacher, his father dealt with many families and cases of child abuse. Growing up, Jason had experience knowing what goes on in the SSE situations and how people deal with it. â€Å"Jason bore witness to realize tragedies that will take the kid right out of a child† (â€Å"Alyssa Lies by Jason†).Also as a husband and a father of four, Jaws knows what it's like to have to deal with a child on an everyday basis (â€Å"Jason Michael Carry II Biography†). It took two years for Jason to write Alyssa Lies. It was a song inspired by a poem a friend had wrote about child abuse. After reading the poem and seeing a story on the en was about child abuse he decided to finally wrote the song (Ortega) . â€Å"It's his philosophy that s ones are waiting in the ether for someone to call them forth† (â€Å"Alyssa Lies by Jason†).Hesitant to write such a powerful song, Jason would write part of the song then put it down then pick I t back up two weeks later (Ortega). Contrary to what people believe, Alyssa was not a real girl but just a name Jason came up with. Also Jason never abused as a child and the song was not a way for Jaw son to finally tell his story. â€Å"Alyssa Lies† is a fictional song about a little girl Alyssa who is constant .NET abused at home. When she meets another girl at school, she tells her what has been ha opening.Then this girl goes home to her father in tears wondering why Alyssa lies to everyone. B y this she means Alyssa makes up excuses to explain the bruises in school. When Alyssa tells her friend what had happened it affects her in a big way. Her friend goes home to her father in tears. The chorus â€Å"Alyssa lies/ To the classroo m/ Alyssa lies/ Everyday at school/ Alyssa lies/ To the teachers/ As she tries to cover every bruise† (â€Å"JASON MICHAEL CARROLL LYRICS†), shows that her new friend notices what has been going on and that Alyssa doesn't do anything to stop it.Then, when the little girl goes to bed, SSH e prays to God saying â€Å"God bless my mom and my dad/ And my new friend Alyssa/ know she needs you bad† (â€Å"JASON MICHAEL CARROLL LYRICS†). This shows that she cares about her en w friend and wants to help even though she knows what is going on. Children are ion .NET and do not know prejudice. For adults this is not always true. In the song, after the narrator's daughter tees him what happened, he said he just brushed it off at first.But when he got to school on Monday it was too late. Alyssa has been killed as a result of her injuries. In an attempt to tell his daughter who at happened, he did so in a way that she might understand, She doesn't lie/ In the classroom/ She doesn't lie/ Anymore at school/ Alyssa lies/ With Jesus/ Because there's nothing anyone would do (â€Å"JASON MICHAEL CARROLL LYRICS†). In the song he describes how he felt when his dad gutter asked him why everybody looks so sad.He said the lump in his throat grew bigger w tit every question that she asked. He knew that someone should have done something sooner b t no one did and now he has to explain it to his child. This is how adults are. They all say child a buses is something terrible and something should be done but they never want to be the one to do that something. If they ignore it or hide the fact they know they think it will go away. But cometh inning like that beer truly goes away. This is how it is in the official video for ‘Alyssa Lies†.In the video, a teacher at what seems to be a high school shows the video if ‘Alyssa Lies† and tells his students to war tie about it in their journals ( â€Å"ALYSSA LIES† The Original Throug hout the music video, the students have lank expressions and there is a girls crying at her desk trying to hide her tear s. She Was wearing a black turtle neck sweater and a few times during the video she pulls her sleep eves down more or pulls up her turtle neck as if trying to cover the bruises she has herself just like e Alyssa in the video tries to cover her bruises.Towards the end of the video the young womb an grabs her stuff and runs out into the hallway in tears. This shows that at some point in her life e she was abused or is still being abused. Deviance, Psychiatry and Cultural Relativism

The paper â€Å"Borderlands: Deviance, Psychiatry and Cultural Relativism† by Robert Bartholomew discusses cultural differences i. e. what is considered normal and rational in one culture may be considered abnormal in others. Therefore, the author analyzes different attitudes towards human actions (e. g. suicide), and provides overview of cultural relativism and psychiatry. The author’s thesis is that people interpret the world depending on their social and cultural context. He argues that science can’t be applied to identifying and treating abnormality.Bartholomew says that normality is â€Å"not an objective given from which simple assessments of behaviour can be rendered independent of historical era, culture, or group†. (P. 36-37) Normality is defined by cultural background and cultures have their own interpretations what to consider rational or irrational. For example, suicide is not acceptable in Western countries, whereas it is considered normal in Japan. Further, Bartholomew defines cultural relativism as theory of knowledge which is responsible for working out criteria how to judge behaviour of other culture.It is not static and depends on circumstances. There are few standards of universal conduct to evaluate this or that society. The author claims that the problem of cultural relativism results in serious dilemmas for mental health professionals. Actually, psychiatric diagnoses don’t involve assessment of cultural development and influence. However, psychiatry is more interested in religious, social and cultural background than other medical fields. Bartholomew assumes that psychiatry is the most contentious medical branch.In psychiatry ‘illness’ is defined as experiencing living problems, rather than discernible cerebral disease that affects human behaviour. The negative moment is that Western medicine is still transmitting social and professional stereotypes constituting its own values and norms. Cachau Bant: Mind Your Language Essay

There has not been a day with peace on this earth. We always hear about war, power, loss, and corruption. Every politicians wants the power, wants to change something for the better, or what they think is better, without knowing what the consequences are. In the article â€Å"Cachau Bant: Mind Your Language† Tom Law expresses his opinion about the way the England has forced the Welsh people to learn English and forgotten their own native language. I want to find out how Tom Law presents his arguments by analyzing them using the pentagon, and analyze and comment on how he uses history. Tom Law, the writer of the article, is a Welsh man who lives in Wales. He is very irritated and furious with England because they have forced the Welsh people to change their mother tongue to English. Throughout the article, he tries to persuade the reader to fight against England’s tyranny against other languages than English. Tom Law uses different strategies to convince the readers†™ and gain their empathy. His main claim is that England is being tyrannical against the Welsh language, and that England has the power of one’s speech. He says, â€Å"It’s hard to give a toss about language when you’re an English speaker. Because losing your language is not something you’ll ever have to worry about; thanks to the glory days of the British Empire.† (Law, Tom. Cachau Bant: Mind Your Language. Page 6 ll. 1-5). He has different grounds for his claim. The first ground is that language was a choice that England made for the Welsh people including Tom Law himself. They did not have the opportunity to choose for themselves, England made the choice for them. The other ground is that England thought that it was better for the Welsh people. Like mentioned earlier, Tom Law is irritated and furious with England, and we can especially see that in the way he writes. The language is informal, and the sentences are short, â€Å"The Welsh language has declined so rapidly because the English placed a pillow over its face and smothered it.† (P. 7 ll. 120-123). He also uses a lot of irony, for example he says, â€Å"[†¦] the glory days of the British Empire. English is a dominant language- the third most common in the world. It’s a source of national pride- a gift to the planet.† That makes the reader feel that England is actually nothing but a small country that does not make a good difference for anybody if England does not get something good from it. His  tone in the article is very negative; we can see that many places in text. One of the places is where he says, â€Å"It was done by England and it continues to tear the country apart, affecting every aspect of Welsh life.† (P.7 ll. 74-76) Another place in the text that shows that the tone is negative is when he says, â€Å"It’s the consequence of the state treating the Welsh language as a sickness which needed to be cured†. (P.8 ll. 135-137). The reason is that he is annoyed and angry with England. Tom Law uses history as a device to show the reader that England has been causing loss and trouble in many other countries, and they are still causing loss and trouble. He says, â€Å"It has left non- Welsh speakers feeling like outsiders in their own country, forever left out in the cold and staring back in at history and culture they can’t access; at jobs they’re not qualified to do. For Welsh speakers, they have been battered from all sides, endlessly under attack, having to justify the use of their own language- mostly to fellow Welsh people.† (P.9 ll. 227-236) The article is characterized by pathos. â€Å"The â€Å"WN† initials were carved onto a plaque which school kids were made to wear around their neck if heard speaking Welsh in classroom. The pupil wearing the plaque at the end of the day would be beaten.† (P. 9 ll. 211-217) The reader will immediately feel sorry and get empathy for the Welsh people. He also uses logos, for example, he say s that back in the 1840s, around 80 percent of people living in Wales spoke Welsh, and many of them spoke no English at all, and in the year 2011 had the number dropped down to below 20 percent. When the reader reads this, Tom Law will gain some readers’ support, because is strengthens his argument. Furthermore, he also tries to engage the reader by asking questions â€Å"What can you do?† (P. 7 l.117) This question makes the reader to think about an answer to what we can do, and this makes a kind of community. Besides that, the article needs more ethos. He does not have any expert’s estimation to support his claims, and that causes that the grounds of his claims are weak. If he had some experts or some data, the ethos of the article would be stronger, and he would probably gain a lot more readers’ attention and support. Tom Law tries to reach support and empathy from people that has the same way of thinking. He tries to convince people who feel the same hatred against England as him. He tries to persuade people who feel lost, because England was the one who caused a lot of loss in many countries. That is also the reason why he uses some of England’s history in  the article, to reach the people who feels lost, the ones not knowing who they really are. That is his primary audience. The secondary audience is the nation of England. He is trying to tell England to, not to interfere in other countries’ language. The intention of the article is that Tom Law tries to convince the reader to support his opinion. He wants England to stop interfering in other countries, and just keep their business in England. Tom Law’s tone is very negative towards England and he does not see it from the opposite side of the discussion. If he saw the discussion from both sides, the article would be more trustworthy, and he would win a lot more support. If England had not force many countries to change their native tongue or just taught other countries the language, another countries would have done it.. Actually, you should be thankful to England. If England did not do what is has done, today, we would not be able to understand each other.

Prior to setting up teaching methods, the children’s background knowledge and environment should be considered. Teachers should be aware that students have different learning abilities, and as such different learning techniques should be used during lessons to match their different abilities. Why Framers Chose Federalism Essay Introduction: Federalism is a system of government that divides governing power and authority between the national governments and the state governments (Bowman). In 1787, the framers of the constitution chose this specific type of government to rule over the United States. I will show you that the framers chose this system of government for several different types of reasons. Reasons are because the national government was not strong enough, to maintain the states sovereignty, and it will protect individual liberty. I will also show you how the 10th Amendment, Concurrent Powers, and Block Grants each apply to the federalist system of government. You will see why the framers chose Federalism and understand how Block Grants, Concurrent Powers, and the 10th amendment is important and ties into federalism. Weak National Government A reason why framers chose Federalism is because the national government was not strong enough. The type of government that was already in action which was confederalism which made the states too democratic. There was no leadership. The separate individual states were actually considered stronger than the central government. Which made it so that the national government was unable to enforce laws and collect taxes as well as recommendations, having no national court system effective. There was a big lack of unity and common laws because the states were too independent and full of themselves. Federalism, on the other hand, gave the national government the power that they needed to be more in control, let them enforce laws and collect taxes and balanced out the powers between the national and state governments. Maintaining The Sovereignty of The States Federalism also helped to maintain the sovereignty of every state. State sovereignty is the power of a state to do everything it can to self govern itself. This was very important because the states each valued their own uniqueness and this helped them to keep that. Each state was still able to have their own laws, build what they want, just as long as it didn’t conflict with the national government. For example, Texas could not make a law forbidding women to vote, because the national government has said that it is a right for all citizens of this country. There are many laws that the states may have, there’s traffic laws, criminal laws, property laws and many others. For example, Colorado is allowed to give the death penalty to someone who has committed a murder. Federalism made it so that the states were still able to do what they wanted to do, but with a little more control and organization. Protecting Individual Liberty Liberty is the condition of being free from restriction. It is the right to act, believe, or express oneself in a manner. The Framers of the constitution believed that any governmental power was a threat to our individual liberty, and that the exercise of governmental power should be restrained. They felt that to divide governmental power prevented the abusement of liberty. Since the powers is shared between the federal and state governments, it prevents either one of the governments from going corrupt and denying personal liberty. Federalism also protects the liberty of all persons within a State by ensuring that laws that are enacted in excess of delegated governmental power cannot direct or control their actions. Federalism: The 10th Amendment The 10th amendment is basically almost the meaning of federalism. This brief statement says â€Å"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.† Which means, the powers that are not granted to the National government are given to the states or the people. It states the idea that local and national governments should share the power of governing which is exactly what federalism is. The 10th amendment was written to emphasize the limited nature of the powers that were delegated to the national government. In delegating just specific powers to the federal government, the states and the people, with some small exceptions, were free to continue exercising their sovereign powers. It served as a wonderful compromise for both states and the national government as a whole. Federalism: Concurrent Powers Concurrent Powers is a big part of federalism. This is where the national government and the state government powers are shared. Concurrent Powers were mentioned by Alexander Hamilton in the federalist papers. He wrote that it was important for states to maintain their sovereignty and he felt that concurrent powers would help do so. For example, they each have the power to tax. The federal government has the power to tax its citizens, and the state government has the power to tax its residents. This refers to federal income tax which everybody pays and state income tax which is paid and imposed in the state which you live. Other concurrent powers includes building roads, protecting the environment, borrowing money, creating and enforcing laws, borrow money, create lower courts, and charter banks and corporations. Federalism: Block Grants Block grants are grants from the central government to the state government with general provisions as to the way it is spent. They tie into federalism because it shows the unity between the central and state governments, they both cooperate to help communities and the people. States usually use block grants for welfare, social services, education and urban development. For example, when the Republicans retook Congress in 1994, they changed many federal grants into block grants. Instead of giving money to states to buy textbooks or repair schools, for example, Congress gave states blocks of money to spend on education in any way the states saw fit. Another example includes medicaid. It gives states the option to consolidate Medicaid and SCHIP funding into state acute care and long term care allotments. Block grants are very beneficial, they give more opportunity to state and local governments to help people in their communities. They also can reduce the amount of money spent on burea ucracy so that more can be dedicated to the area of need. Conclusion: The framers chose federalism for distinct reasons. It was very important for us to have a stronger national government, the states were to independent and it was destroying the unity. We needed to maintain state sovereignty, the uniqueness of each state was very significant. Protecting our individual liberty was a must. It was necessary for us to continue to have our individual rights and freedom. The 10th Amendment, Concurrent Powers, and Block Grants all play very important roles when it comes federalism. Without the 10th amendment, federalism wouldn’t even exist. If it weren’t for concurrent powers, the two governments would be very separated and not very unified. Federalism and the factors that influence it is extremely important to know about because it allows people living in different states with different needs and different interests to set policies suited to the people in their state, yet still come together with other states as one nation. It allows our nation to be more diverse and more unified, the way the nation should be.

The different types of Terrorism Research Methods Terrorism is a subject matter, not a discipline. It has been approached by scholars from various academic perspectives with political scientists in the lead. In an effort to get a firm hold on a slippery subject, those studying the phenomenon of terrorism were obliged to define it more precisely. Terrorism could be described simply as the use or threat of violence to create an atmosphere of fear and alarm and thus bring about a political result. But making this definition operative in political debate, rules of war, or criminal codes was anything but easy. Is all politically motivated violence terrorism? How does terrorism differ from ordinary crime? Should terrorism be considered a crime at all, or should it be seen as simply another form of armed conflict that is no less legitimate than any other form of war? Is the term properly reserved for those trying to overthrow governments, or can governments also be terrorists? Definition was crucial because it ultimately determined the way in which terrorism has been studied. A major problem was that terrorism almost always has a pejorative connotation and thus falls in the same category of words as tyranny and genocide, unlike such relatively neutral terms such as war and revolution. One can aspire to objective and dispassionate research, but one cannot be neutral about terrorism any more than one can be neutral about torture. Thus, defining terrorism became an effort not only to delineate a subject area but also to maintain its illegitimacy. Even the most clinical inquiry was laden with values and therefore political issues. The very study of terrorism implied to some a political decision. Terrorism can be defined objectively by the quality of the act, not by the identity of the perpetrators or the nature of their cause. All terrorist acts are crimes, and many also would be war crimes or grave breaches of the rules of war if one accepted the terrorists assertion that they wage war. All terrorist acts involve violence or the threat of violence, sometimes coupled with explicit demands. The violence is directed against noncombatants (Lesser, 1999). The purposes are political. Finally the hallmark of terrorism the acts are intended to produce psychological effects. This introduces a distinction between the actual victims of terrorist violence and the target audience. The connection between the victim and the target of terrorism can be remote. The identity of the victims may be secondary or even irrelevant to the terrorist cause. Pure terrorism is entirely indiscriminate violence. Terrorism differs from ordinary crime in its political purpose and its primary objective. However, not all politically motivated violence is terrorism, nor is terrorism synonymous with guerilla war or any other kind of war. Terrorist techniques can be used by governments or those fighting against governments: however, scholars generally use the term terror when discussing fear-producing tactics employed by governments and terrorism when referring to tactics used by those fighting against governments. The distinction is primarily semantic. Both groups may use threats, assassinations, or abductions, but government terror also may include arbitrary imprisonment, concentration camps, torture, mind-affecting techniques, and the use of drugs for political purposes. Antigovernment terrorists generally lack the infrastructure for such tactics. Government terror produces more victims than terrorism does. Terrorists tend to seek more publicity than do governments (Lesser, 1999). Although a prerequisite to empirical research, the attempt to define terrorism inevitably lent greater coherence to disparate acts of violence than did any analysis offered by the terrorists themselves, few of whom thought of assassinations, bombings, kidnappings, and airline hijackings as elements of a unified tactical repertoire, let alone the basis of a strategy. Ironically, in an effort to understand a phenomenon, researchers ran the risk of attributing to terrorists a level of strategic thinking they may not have possessed. Qualitative, case-study research method has dominated the terrorism topic for many years. Since the number of observations in the greater part of this work is really small, researchers have been cautious to delineate terrorism to fit the cases under examination. At the same time, event-based analysis has led the analysts into some methodological traps. An exclusive focus on terrorist actions, for example, resulted in terrorists being viewed first as if they were all part of a single entity and second as if they were almost extraterrestrial. While there are connections and alliances among some terrorist groups, the only thing the terrorists of the world have in common is a propensity for violence and certain tactics. Moreover, each group is rooted in its own social, political, and cultural soil, and cross-national comparisons are difficult. This has led to the question of whether there is such a thing as a terrorist-prone society. It is, however, dangerous to attribute the actions of a few to perceived political defects or cultural flaws of a society as a whole, and researchers attempts to discern deeper causes or conditions that lead to high levels of terrorism in certain societies have produced meager results. Terrorism is not demonstrably a response to poverty or political oppression. The liberal democracies of Western Europe have suffered high levels of terrorist violence, while totalitarian states are virtually free of terrorism. Overall, countries with perceived terrorist problems tend to be comparatively advanced politically and economically. They are more highly urbanized and have higher per capita incomes, larger middle classes, more university students, and higher rates of literacy. One may ask whether political and economic advancement simply brings a more modern form of political violence. One obstacle to linking high levels of terrorism with environmental factors is the problem of measuring terrorism. For the most part, this has been done by counting terrorist incidents, but international terrorism was narrowly and, more important, artificially defined to include only incidents that cause international concern, a distinction that has meant very little to the terrorists. Counting all terrorist incidents, both local and international, is better but still inadequate. Terrorist tactics, narrowly defined, represent most of what some groups, particularly those in Western Europe, do but for other groups, terrorism represents only one facet of a broader armed conflict. In civil war situations, such as that in Lebanon in the 1970s, separating incidents of terrorism from the background of violence and bloodshed was futile and meaningless. And what about the extensive unquantified political and communal violence in the rural backlands of numerous third world countries? Broad sta tements about terrorist-prone or violence-prone societies simply cannot be made by measuring only a thin terrorist crust of that violence, if at all. The problem, however, is not merely one of counting. Although terrorists arise from the peculiarities of local situations, they may become isolated in a tiny universe of beliefs and discourse that is alien to the surrounding society. German terrorists were German, but were they Germany? In the final analysis, one is forced to dismiss the notion of a terrorist-prone society. If terrorism cannot be explained by environmental factors, one must look into the mind of the individual terrorist for an explanation. Are there individuals who are prone to becoming terrorists a preterrorist personality? Encouraged by superficial similarities in the demographic profiles of terrorists many of them have been urban middle and upper class (not economically deprived) males in their early twenties with university or at least secondary school educations researchers searched for common psychological features. Behavioral analysts painted an unappealing portrait: The composite terrorist appeared to be a person who was narcissistic, emotionally flat, easily disillusioned, incapable of enjoyment, rigid, and a true believer who was action-oriented and risk seeking. Psychiatrists could label terrorists as neurotic and possibly sociopathic, but they found that most of them were not clinically insane. Some behavioral analysts looked for deeper connections between terrorists attitude toward parents and their attitudes toward authority. A few went further in claiming a physiological explanation for terrorism based on inner ear disorders, but these assertions were not given wide credence in the scientific community. The growing number of terrorists apprehended and imprisoned in the 1980s permitted more thorough studies, but while these studies occasionally unearthed tantalizing similarities, they also showed terrorists to be a diverse lot. Much research on terrorism has been government-sponsored and therefore oriented toward the practical goal of understanding terrorism in order to defeat it. While social scientists looked for environmental or behavioral explanations for terrorism, other researchers attempted to identify terrorist vulnerabilities and successful countermeasures. They achieved a measure of success in several areas. Studies of the human dynamics of hostage situations led to the development of psychological tactics that increased the hostages chances of survival and a better understanding (and therefore more effective treatment) of those who had been held hostage. In some cases, specific psychological vulnerabilities were identified and exploited. With somewhat less success, researchers also examined the effects of broader policies, such as not making concessions to terrorists holding hostages and using military retaliation. The conclusion in this area were less clear-cut. Another area of research concerned the effects of terrorism on society. Here, researchers viewed terrorism as consisting of not only the sum of terrorist actions but also the fear and alarm produced by those actions. Public opinion polls, along with measurable decisions such as not flying and avoiding certain countries, provided the measure of effect. Some critics who are skeptical of the entire field of terrorism analysis assert that the state and its accomplice scholars have invented terrorism as a political issue to further state agendas through manipulation of fear, the setting of public discourse, preemptive constructions of good and evil, and the creation of deliberate distractions from more serious issues. Terrorism, a pejorative term that is useful in condemning foes, has generated a lot of fear mongering, and the issue of terrorism has been harnessed to serve other agendas, but one would have to set aside the reality of terrorist campaigns to see terrorism solely as an invention of the hegemonic state. While such deconstructions reveal the ideological prejudices of their authors, they nonetheless have value in reminding other analysts to be aware of the lenses through which they view terrorism. Over the years, research on terrorism has become more sophisticated, but in the end, terrorism confronts people with fundamental philosophical questions: Do ends justify means? How far does one go on behalf of a cause? What is the value of an individual human life? What obligations do governments have toward their own citizens if, for example, they are held hostage? Should governments or corporations ever bargain for human life? What limits can be imposed on individual liberties to ensure public safety? Is the use of military force, as a matter of choice, ever appropriate? Can assassination ever be justified? These are not matters of research. They are issues that have been dictated through the ages. The free creation and exchange of knowledge by scientists can present dangerous, unintended consequences for society. A paper by Ronald Jackson and other researchers found that the insertion of IL-4 genes into mousepox viruses resulted in near total immunosuppression (Jackson, Ramsay, Christensen, et al. 2001). This advanced valuable knowledge about immune system functioning, but it also evoked fears that terrorists could use such knowledge to engineer hyper-virulent viruses. Similarly, the journal Science published a paper in 2002 that showed how to assemble a poliovirus from readily available chemicals (Cello, Aniko, Eckerd 2002). The threat of terrorist acts has caused political leaders and members of the scientific community to question whether such knowledge should be created, and if so, how its publication and exchange should be regulated. The twentieth century provided several examples of tradeoffs between security and openness in the pursuit of knowledge. The Manhattan Project that produced the first atomic bomb cultivated a culture of secrecy. A similar culture developed among researchers studying microwaves during World War II. During the Cold War, the U.S. government attempted to constrain information exchange in some areas of mathematics and the physical sciences that may have aided Soviet nuclear weapons development (Monastersky 2002). In 1975, an international group of scientists held the Asilomar conference to debate the proper use and regulatory oversight of recombinant DNA research. During the late 1970s, the National Security Agency (NSA) regulated cryptographers developing new algorithms, but the two groups eventually agreed to a system of voluntary submission of papers for review. In 2002, the U.S. government began to withdraw from public release more than 6,600 technical documents dealing mainly with the production of germ and chemical weapons. In a controversial move, the U.S. national policy for the restriction of information that may threaten national security was altered in the wake of the September 11 attacks to include restrictions on publication of federally-financed research deemed to be sensitive but not classified (Greenberg 2002). As these examples illustrate, limitations on research and the availability of technical knowledge can come in the form of self-imposed screening mechanisms by the scientific community or government regulation. The Asilomar conference, for example, led to a suite of self-policing mechanisms within the scientific community, including the decentralized system of Institutional Biosafety Committees (IBCs). This same mechanism has been proposed by the National Science Advisory Board for Biosecurity (NSABB) as a way to prevent the misuse of biological research by terrorists. The NSABB also works to develop codes of conduct for researchers and laboratory workers, which underscores the importance of ethical conduct by individuals, especially where no rules exist or where the precise meaning of rules is unclear. Some professional associations and journals, including Science and Nature, have instituted procedures to give special scrutiny to papers that raise security concerns (Malakoff 2003). P utting such control in the hands of journal editors has caused some to argue that an advisory group like the Recombinant DNA Advisory Committee (RAC) would be a better mechanism. Mitchel Wallerstein (2002) points out that the dangers posed by terrorists acquiring sensitive science and technology information differ from the state-related threats that were of primary concern during World War II and the Cold War. Terrorists generally do not seek out and would not be able to use the results of most basic research, but states may possess the intellectual and financial capital necessary to turn basic research into weapons. Daniel Greenberg (2002) contends that terrorists do not rely on new science. Rather, readily accessible information that has long been available suffices to fulfill most of the goals of terrorist organizations. Additional exemptions to the Freedom of Information Act (FOIA) and the withdrawal of information from federal agency websites have al so sparked concerns about constraints on legitimate scientific work and academic freedoms. Scientific research and technological innovations can improve performance of all phases, from threat analyses and vulnerability assessments to post-attack investigations and restoration of services. For example, the Bush administration established BioWatch, a nationwide system of sensors to detect the presence of certain pathogens, and a public-health surveillance system that monitors the databases of eight major cities for signs of disease outbreaks. Early warning systems can detect the presence of certain pathogens by utilizing computer chips and antibodies or pieces of DNA (Casagranda 2002). Explosives-detection technologies have also been spurred since September 11, 2001 in order to bolster airline security. Other examples include the use of biometrics (e.g., fingerprints and retinal signatures) to develop national security identity cards. The shipping industry is slowly adopting new security measures such as sophisticated seals and chemical sensors. Other researchers are developing strategies for securing information systems. Military infrared countermeasures for surface-to-air missiles may be used on civilian aircraft. Technologies for decontamination, blast-resistant walls, and protective gear for first responders are other components of research programs. Increasing flexibility and innovating measures to isolate failing elements could increase security of more complex technical systems such as transportation and communication infrastructures. Researching and developing broader applications of renewable energy can harden the energy infrastructure. Social scientists and psychologists also provide research for understanding causes and motivations of terrorists as well as the dynamics of terrorist group formation. Some (e.g., Susser, Herman, Aaron 2002) have demonstrated that, because terrorists choose targets to maximize psychological impact, mental health must be considered a top response priority. With all of these potential applications of science and technology, decision makers need to address questions about how to coordinate, organize, prioritize, and evaluate investments to serve the goals of security and public health. Genevieve Knezo (2002b) reported that prior to September 11, 2001, the Government Accountability Office (GAO) and other authorities had questioned whether the U.S. government was adequately prepared to conduct and use RD to prevent and combat terrorism. Partially in response to the need to better coordinate counterterrorism efforts (including RD), the cabinet-level Department of Homeland Security (DHS) was created by legislative act in 2002. This incorporated half of all homeland security funding within a single agency. In addition to legislative activity, new advisory bodies such as the NSABB have been formed to guide the creation of new rules and development of new institutions to maximize the benefits of science and technology while minimizing unintende d negative impacts. Increased scientific research on counterterror measures will create new knowledge and opportunities for terrorist exploitation, which will create new challenges for securing that knowledge. Given that security, health, and civil liberties are at stake in decisions about science and terrorism, it is important that measures be taken to involve and inform citizens. This entry has focused on actions by the U.S. government because it plays a leading role in matters of science and terrorism. But other countries and international coalitions face similar ethical dilemmas and policy choices. Private companies own many of the infrastructures that are targets for terrorist attacks, so regulations may be required to induce the private sector to invest in counterterrorism technologies that may not have commercial markets. Some scientific research, however, may have viable market applications, meaning that some of the RD burden can be privatized, which raises other ethical issues that partially mi rror those involved in the privatization of war.

If the teaching is successful, as it was in my case, the student should hold true to the values that he or she was raised with. I will not change or alter my values because they are very important to both my family and me, and I firmly believe in them.
